The Federation of Bangladesh Chambers of Commerce and Industry (FBCCI)

Bangladesh is highly exposed and vulnerable to a wide range of natural and man-made hazards, including floods, cyclones, earthquakes, fires, industrial accidents, and climate-induced risks. Rapid urbanization, industrial growth, and climate change further exacerbate these vulnerabilities, particularly for micro, small, and medium enterprises (MSMEs).

The Federation of Bangladesh Chambers of Commerce and Industry (FBCCI) is the apex trade organization of Bangladesh, representing the interests of the private sector at national, regional, and international levels. It serves as a vital bridge between businesses, government agencies, and development partners.

In its challenging context, FBCCI supports the private sector in strengthening disaster preparedness, workplace safety, resilience, and business continuity to minimize economic losses and protect lives and livelihoods. To effectively address these priorities in a coordinated manner, the FBCCI Safety Council was established to lead coordination efforts, enhance risk-informed planning, and promote safe, resilient, and sustainable business practices across sectors.

FBCCI plays a strategic role in policy advocacy, private sector development, and capacity building, promoting safe, resilient, and sustainable business practices aligned with the Sustainable Development Goals (SDGs). Through strong partnerships with government institutions, UN agencies, international development partners, and the private sector, FBCCI translates national development priorities and SDG commitments into practical, scalable, and results-oriented actions. 

FBCCI has demonstrated strong operational experience working with partners such as the International Labour Organization (ILO), Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), Asian Disaster Preparedness Center (ADPC), ActionAid, Global Alliance for Improved Nutrition (GAIN Bangladesh), and other UN agencies to deliver impactful, inclusive, and field-level interventions that contribute directly to SDG implementation.

Activities: 

FBCCI undertakes a diverse range of activities to enhance private sector preparedness and resilience, including:

• Disaster Risk Reduction (DRR) and emergency preparedness training for businesses
• Business Continuity Planning (BCP), with a special focus on CMSMEs
• Awareness campaigns, guidelines, and practical tools on workplace safety and disaster preparedness
• Public–private dialogue and policy engagement on safety, resilience, and regulatory improvement
• Promoting coordination among government, private sector, development, and humanitarian actors
• On invitation form CBI, a FBCCI Representative attended the training on  Business-led Emergency Operations Center (BEOC) course in Clark, Philippine.
• Introduced UN-Bangladesh Private Sector Working Committee for monitoring and implementing SDG in private sector.

Recent Emergencies: On 18 October 2025, a massive fire broke out at the cargo complex of Hazrat Shahjalal International Airport in Dhaka. The incident required more than 26 hours of continuous efforts by the Fire Service and Civil Defence to bring it under control. According to industry estimates, the disruption caused overall trade losses exceeding USD 1 billion (approximately BDT 11,000+ crore), as import–export activities were severely affected. Shipments were delayed, logistics costs increased substantially, and nearly all stored goods were reduced to ashes.

A national inquiry committee was subsequently formed to determine the cause of the incident and recommend preventive measures, with one member nominated from FBCCI Safety Council. In addition, an eight-member expert team from Türkiye was invited to conduct an independent assessment and propose measures to further strengthen the safety and security of this key point installation.

FBCCI also collected data on the direct losses of goods from the affected business community and submitted the consolidated report to the concerned authorities to facilitate compensation measures.
